Nigeria cash-transfer office says it supplied records after audit failed to verify ₦33.75bn disbursement

Why it matters

The case directly tests whether Nigeria’s electronic cash-transfer controls can demonstrate that billions in public funds reached eligible recipients at scale. The gap between payments to 3.3 million households and independently verifiable beneficiary records is the documented design and enforcement weakness to watch, alongside whether the promised reconciliation produces a complete audit trail.

What happened

Nigeria’s Auditor-General reported that the 2023 transfer of ₦33.751 billion to 3,295,207 households could not be independently reconciled with the stated beneficiaries, including because auditors could not verify that recipients were in the National Beneficiary Register. The National Cash Transfer Office said on 10 September that it had provided the register and Remita payment report, electronically linking each transfer to validated beneficiary records, and that reconciliation should resolve the query. The audit also cited payments lacking adequate pre-payment or internal-audit checks and missing supporting vouchers; the query is not itself a finding that the money was misappropriated.
